Whoever this person is in the video has been told a lie by the useless donut eating ticket inspectors at the BTP. Which is widely known as the most useless British Police force in the entire country.
The letter she has been sent is known as a letter of No Further Action based on outcome "Negative Lines of Enquiry" or "Not in the Public Interest".
What this means is that when this lady called the Metropolitan police - which she shouldn't have done - it happened on the railway network she needs to report it there and then to the railways police who are the "BTP: transport police:
Anyway I am not blaming the victim because not many people living in London even know the city has like 4 different police forces

Anyhow, because she reported it to the Met - the met took her initial report and passed it to the BTP crime recording bureau.
In the UK the one metric that all police forces are assessed on annually very strictly is "crime recording" - note i said crime recording and not resolution- because the resolution can simply be "no further interests due to lack of evidence (in reality the police are lazy bastards and can't be bothered) or Neg Lines of Enquiry ( lack of action, witness info etc) or the last one (victim not supporting - where the victim tells them they dont want to take it further).
So all crimes in England and Wales ( Scotland has its own laws and crime recording standard) have to be recorded and handled as per what is known as the HORC(Home office Counting Rules) and the (NCRS:National Crime Recording Standards).
Just a set of codes and offence wording ensuring that the crime is recorded accurelty - in honesty this is a numbers measuring exercise and doesn't assist the victim of crime in any way.
Now what does help the victim is somthing known as VCOP: The Victim Code of Practice. VCOP in the UK is the duty on all police forces to
A) correctly record a crime
B) provide initial support to the victim
C) Make an honest effort to consider all possible lines of enquiry to progress the crime
D) provide an enhanced level of service for the following victims of crime:
1. RAOSSO: Rape and Other Serious Sexual Offences
2. Serious Assaults/ Domestic Abuse(violence)
3. Burglary and Aggrivated Burglary
4. Robbery
5. Vulnerable victims: where the victim is a child, disabled (mentally or physically or elderly or has other impairments - or is q victim of human trafficking, sex trafficking etc).
6. Victims of hate crimes
7. Crimes where the victims are women and many have been targeted due to their gender ( National Policy for Policing - violence against women and girls).
^ note the lady in the video was a) victim of hate crime b) was a woman and c) was abused racially in a public place contrevening section 5A of the Public Order Act 1984 (Racially aggravated Public Order offence - saying things such as "**** of you B.... Bastard".
As such VCOP dictates that the victim is already given enhanced level of victim care having the crime reviewed by a duty inspector for that policing area ( In London Police areas are broken down into what are known as Footbeats) each foot beat is assigned one to two police officers and two support officers. Which are managed by a sergeant who reports to a duty inspector.
All hate crimes must be recorded and glagged for review by the duty inspector and as per national police CID are automatically made aware for monitoring when the hate crime is "Live' and not one that was "Historic" (God i hate that word).
As you will see BTP in their last assessment in 2023 by Her Majesty Inspector of Constabulary and Fire Rescue Servixes was found wanting in how it supports its victims of crime during the investigation process:
Furthermore the poor woman's crime report was simpled "weeded out" and filed for closure as "NFA= No further action" likely by some lazy bastard who can't do his or her job.
Because if the woman provided visual evidence of suspects and the suspects matched the ones being arrested in the 2nd video this is a line of enquiry and the officer has to review this and present the footage to identify the suspect and or suspects in the video or provide a reasonable update as to why identification is not possible - this is covered by law under Police and Criminal Evidence Act 1984 - Pace principles Code G (necessity for arrest) and Code D (Identification of Suspects).

What are her options:
1. She can call 101 and provide the crime ref number to BTP and ask that the OIC (officer innthe case) reopen the crime as she has provided new evidence to help locate the suspects (CCTV/tiktok) of arrest.
2. She should 100% report the poor response of BTP to her local MP and the mayor's office on hate crime and safety ( Sadiq Khan)
3. She should not give up until the little darlings wee back in police custody
