China is never an agressive country like US, what China doesn't do what US does doesn't mean China can't, Even tiny UK and Australia regularly try to stir trouble in South China sea and Taiwan strait, but that doesn't mean China is weaker than UK and Australia in navy power, it's just a matter of different foreign policies.

In all seriousness, F22 is very capable but its not worth the cost. F22 in its entire lifetime may cost US over 350 million per unit due to maintenance. You can operate 3 to 4 J16s for that price.
