Refers to prophets like Hazrat Ibrahim and others, appointed by Allah as just leaders to guide their people through divine commandments. The leadership here is portrayed as a sacred trust, emphasizing devotion and moral integrity.

فَبِمَا رَحْمَةٍ مِّنَ اللَّهِ لِنتَ لَهُمْ

"So by mercy from Allah, [O Muhammad], you were gentle and kind to them." (3:159)

Revealed shortly after the Battle of Uhud, this verse highlights the Prophet's leadership style characterized by gentleness, forgiveness, and consultation. Despite hardship and some companions' errors in battle, the Prophet chose mercy over harshness, encouraging unity and mutual support among his followers.

يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنكُمْ
"O believers! Obey Allah and obey the Messenger and those in authority among you." (4:59)

This verse addresses the Muslim community regarding obedience to God, His Prophet, and those vested with leadership, provided their authority aligns with divine law. It was revealed to maintain social order and emphasize legitimate leadership, rejecting tyranny or unguided rebellion.

إِنَّ اللَّهَ يَأْمُرُكُمْ أَن تُؤَدُّوا الْأَمَانَاتِ إِلَىٰ أَهْلِهَا وَإِذَا حَكَمْتُمْ بَيْنَ النَّاسِ أَن تَحْكُمُوا بِالْعَدْلِ
"Indeed, Allah commands you to render trusts to whom they are due and when you judge between people to judge with justice." (4:58)

This injunction combats corruption, nepotism, and injustice. Believers are entrusted to fulfill obligations faithfully and judge fairly, which means that leadership requires integrity and accountability as essential components of governance.

وَشَاوِرْهُمْ فِي الْأَمْرِ
"And consult them in the matter." (Quran 3:159)

Also revealed around the time of the Battle of Uhud, this verse commands the Prophet to consult his companions in affairs, highlighting collective leadership and the importance of involving trusted advisors and community members in decisions, promoting shared responsibility.

Plenty of others that could also be construed for this. Point being - there are clear guidelines that are applicable.

For e.g. on the subject of "free borders"
يَا أَيُّهَا الَّذِينَ آمَنُوا لا تَدْخُلُوا بُيُوتًا غَيْرَ بُيُوتِكُمْ حَتَّىٰ تَسْتَأْنِسُوا وَتُسَلِّمُوا عَلَىٰ أَهْلِهَا...

"O you who have believed, do not enter houses other than your own houses until you ascertain welcome and greet their inhabitants..."

This was revealed in Medina, these verses reflect broader social ethics that also impact leadership conduct including respect for others’ privacy, mutual respect, and proper social decorum are fundamental for just leadership and governance as modeled by the Prophet. But then I could also state this applied to the borders of nations and crossing them.
