Nahh it's because alot of people are unhappy with Pakistan and are calling the military punjabi, so might as well settle the issue once and for all. Settle the dispute and let Kashmiri be productive. Atleast Indian authorities wouldn't tolerate such bullshit.

human cannot be satisfied. Even Punjab will split then into central, south and Pothohar.
The solution is always to keep incentives and pressure (financial, social, physical, constitutional, etc).
Even an individual will disagree with himself years later. So, better not to take permanent decisions on temporary issues which are solvable.
