you're comparing apple to oranges again Mr., Excalibur is guided by satellites (GPS)+ intertrial navigation system whereas Russian shell is guided by laser, which means laser designator is needed by third party ( either from foot soldier or from other aircraft)

Laser is more reliable and more accurate than GPS. GPS can be jammed or spoofed. In fact, Krasnopol has been proven effective in Donbas war.

Laser guidance is better in urban combat. Laser designators are easily hidden in buildings. If urban combat you need better accuracy to avoid friendly fire and you also don't want your shells spoofed by EW and hitting your own men.

Laser guidance is only good when your enemy is extremely weak and don't have countermeasures against laser guided munitions/shells like Ukraine
