Partially reusable Long March 9 (reusable 1st-stage) is expected to first fly around 2030. The fully reusable variant will fly sometime between 2033 and 2035.

So fully reusable means the top half of the rocket needs to survive re-entry at orbital speed...which would be the version with the 4 fins.

Rapid development? You've been planning the Long March 9 since before 2016 and nothing has even made it to the launch pad. Meanwhile SpaceX is only a few launches from greenlighting full production of the Starship which is 200 tons to LEO in expendable mode and 100-150 tons in reusable mode.

Different countries have different priorities, like China makes its space station like a five stars hotel while US astronauts are wasting away being stuck in the international space station.
