Yes fair and you are right - to an extent but a significant and genuinely enormous portion of that revenue is generated in Karachi. Ive corrected it in the post.

You will see that argument from Islamabad or Lahore on the figure which is fine as the nuance but even if the real real collection number sits closer to 45-55% and true economic generation is probably somewhere in the 35-45% range ( because a mill in Faisalabad could have its offices in Karachi) it is still enormous for one city.

Still disproportionately underfunded relative to contribution.

However, Bombay is a little unfair in comparison BECAUSE Maharashtra can and does politically fight Delhi on this and sometimes wins because India's federal structure, for all its flaws, has functioning constitutional mechanisms for states to contest transfer formulas.
Pakistan simply has them on paper and smiles.

These figures are misleading. Its closer to 25% tax generation which is still huge.

Its clear Islamabad economy doesn't generate anywhere near 17% of direct taxes. They just have lots of telecom etc offices from where direct tax is collected. Karachi services tax is entirely collected by Sindh government. Sindh also receive 25% share in NFC.

Sindh annual budget on per capita basis tend to be 50% higher then Punjab. Now why all that money doesn't show up in Karachi but does in Lahore and Punjab? This is where classic Sindhi wadera corruption comes in. Only thing is establishment need to force some constitutional guarantees for direct transfers from provincial govt to local bodies in upcoming 28th amendment.

The sardars were given money and weapons and allowed huge privileges so that they could administer and maintain law and order in their parts of the province. This was the British system that Pakistan foolishly continued after 1947.

Since the sardars are not keeping their part of the bargain and instead playing both sides, why not just abolish the sardari system now ? Yeah it will lead to a higher level of violence in the province in the short term but at least one major blocker in resolving provincial problems will be removed.

Another good move will be splitting the province into smaller units.

Just to add you to what you said, not all of Baluchistan is governed by Sardars anyway. State did not do the bare minimun when it comes to governance.

The size of the province is also a pain point hence smaller units makes a lot of sense.

The truth is that Pakistan was initially regarded as a Banana Republic but now it's moving towards failed state territory, it doesn't actually seek to become a functional state but instead try to manage its instability and maintain some kind of fragile appearance of peace, while underneath it is always at risk of imploding.

I won't beat around the bush and instead be brutally honest, its ethnic groups are not compatable.

— Most Pashtuns, especially tribal have great sympathies and ancestral connection to Afghanistan & always pursue their own narrow ethnic interests both internally and externally at the cost of everything else, they are driven by tribalism and Pashtun supremacy, even the most 'patriotic' ones.

Sindhis, they are kept functionally enslaved by their wadheras.

And Punjabis, they have been systemetically divided and mentally detached from their ethnic identity under the Pakistani label, and are extremely submissive and pacificistic. They currently don't possess the back bone or ethnic consciousness as a majority to stabilise this fragile federation with two largely separatist anti-national ethnic groups.

They are effectively too cowardly and behave like white liberals caring more about optics to appear like human rights warriors, they dont have the cunningness to manage such an environment and follow whatever pacisfict rules the white man orders them to follow. They have no ambition or backbone.

After death of hakimullah mehsud ttp had a huge infighting and whole organization remain divided in factions throughout the tenure of mullah fazlullah. It was only after his death that ttp reorganised under noor wali mehsud while Pakistani state was sleeping
