Work should be done on protecting these soft targets as well. Pakistan should turn the major cities in Balochistan like Gwadar and Quetta into tightly controlled fortresses. Tight security on what comes in or leaves these cities and police should be heavily armed there. Large door to door operations in these cities should make sure no threat exists inside the city. This will limit bla to attacking soft targets in smaller cities only which will risk them losing local sympathy.By the way, one insight. The BLA attacks clearly show they are going after "soft targets" like the Police/Coast Guard because in every single engagement with the FC/Army, they are on the losing side, without exception, and their casualties (being a smaller force) are of a far greater consequence than the losses to the state forces.
Thus, raids on hapless Coast Guard, police or a remote FC post is all they can manage. This also means that the security forces have limited BLA's independence of action in bigger cities/centers so they now target remote outposts and locations.
If Pakistan can secure key cities and military sites in Balochistan it can severely restrict bla operations and possibly even force them to fight in the open in areas when conventional forces have an advantage.
