Unfair comparison imo. Tharparkur and Sindh are still fully integrated into Pakistan. Most of Balochistan isn’t.
Poverty, lack of development, and lack of integration into Pakistan’s main areas make it easy for outsiders to exploit locals to join terrorist groups.
Also, with the way things are going in Sindh I wouldn’t be surprised to see it become the next Balochistan.
