It is quite possible that Indian intelligence agencies are supporting Baloch insurgents, but no Indian leader in a position of responsibility has openly said that.
Mere funding is not enough. Look at how the Ghani government in Kabul collapsed despite hundreds of billions of dollars spent on them by the West. The Indian state has also faced well-funded insurgencies, but has been able to crush most of them, using a combination of sticks and carrots. If Pakistan is struggling to contain the insurgencies in Balochistan and NWFP, it should look within and do some soul searching.
India is not bordering Iran and Afghanistan so there are no similarities. They allow these militants safe havens and logistics supply routes and financing from India without global financial scrutiny.
Indian government dealings with Iran hinted at this collusion. There were many underhanded comments aimed at Pakistan from this pair over the years. The capture of Kulbushan Yadav confirmed this.
India borders Pakistan and Bangladesh who are responsible countries. They are a world apart from Afghanistan and Iran. The areas affected border these countries.
