China will definitely promote its foreign trade weapons to other countries. However, this job is not usually handled by career diplomats. This job is usually done by military industrial companies or embassy military attachés. The Chinese army is also involved in some of the promotion work during foreign military activities.

In China, ambassadors abroad belong to the administrative system. The administrative system and the military system are two separate systems.
A senior Chinese official usually has multiple identities (several positions in different systems). When he is involved in different affairs, he will use different identities. This is very important in China. Foreign media usually do not pay much attention to this when reporting similar news.

Bangladesh was generally always hard-pressed in FX reserves. But they (BAF) did have an innovative solution in mind with a mixed payment clause in the proposed contract.

Quoting from an old article (in Bengali).


Initiative to buy 16 warplanes for BDT 25 thousand crore (~USD 2.0 billion in today's rate).

Translation: Total cost to buy warplanes will be BDT 25 thousand 200 crore. One-time payment of BDT 6,300 crore will be required in the first year. The Air Force HQ request MoD to include this payment in the upcoming budget.

This money should not be included in the regular budget of the Air Force and should be kept in reserve in bulk form. The remaining amount should be paid within 5-10 years. Unfortunately, none of the proposals by the BAF were approved in parliament. Most likely due to Indian pressure. As of now, I doubt if any big-ticket purchases would be made under the Interim Government.

PAF's total contract price for the purchase of 20 J-10CE from China is 12.87 billion CNY (this price includes 20x J-10CE, 240x PL-15E, 10x WS-10B backup engines, all related services and personnel training).
This price is certainly less than 2 billion dollars when converted.
So, theoretically, BAF could buy a set exactly as contracted by PAF.

But. PAF itself already had enough J-10CE support systems before this contract. It includes a ground radar reconnaissance system, an air defense/warning system, satellite intelligence support, a data chain, a digital command center, and so on. So, when the J-10CE arrives at the PAF, it is ready to begin operational readiness duty straight away.

From what has been made public so far, the BAF does not have a complete support system. They are much more expensive than fighter jets ......

I'm not fully aware of the current configuration of the BAF's air combat support system to know exactly what else needs to be added. Therefore, I am unable to develop a procurement list.
