I will never understand why civillians have to die from bullets fired by uniformed personell, when the country is not in any declared war.
 
According to Zulkernain Saer, yesterday a top army official (likely general) was arrested after arriving in Dhaka in an unsanctioned visit to secretly attend a meeting with specific group involving anti government activity. Bangladesh may review, scrap non-beneficial MoUs & projects signed with India: Reports

Bangladesh's interim government, under the leadership of Nobel laureate Muhammad Yunus, is considering the possibility of reviewing and potentially cancelling any Memorandum of Understandings (MoUs) that were signed with India if they are found to be non-beneficial to the country, according to several Bangladeshi media reports citing quotes from the interim foreign minister.

While there has been no formal announcement regarding the review of the MoUs, sources cited by a report in Prothom Alo said the Indian government perceives the review consideration as an early phase for the new administration in Bangladesh, which may develop a different stance as it matures.

As per the reports, Bangladesh's interim foreign affairs minister Touhid Hossain, during a recent press conference emphasised that MoUs are not binding agreements and can be modified or revoked as necessary.

"MoUs are not agreements. Those can always be revised. If the Bangladesh government thinks those MoUs are not beneficial, those can always be reviewed," Bangladesh media quoted Hossain telling reporters at the Ministry of Foreign Affairs after returning from Organisation of Islamic Cooperation (OIC) meeting.

He noted that if the Bangladeshi government determines that these MoUs do not serve the nation's interests, they can certainly be reassessed.

Several political analysts have said the interim government is under the perception that the Sheikh Hasina administration had a close relationship with India and may have favored Indian interests excessively when signing the MoUs.

In response to questions about the potential extradition of former Prime Minister Sheikh Hasina, who has taken refuge in India following her ousting on August 5, Hossain stated that the government would pursue her extradition if legally necessary. He mentioned that if a court mandates action to bring her back from India, the government would make every effort to comply, although the final decision rests with India, which has its own legal protocols to follow. Despite the existence of an extradition treaty between the two nations, the process may be complex.

In June 2024, Sheikh Hasina's administration signed a total of ten MoUs with India, which included seven new agreements and the renewal of three existing ones. These agreements were established during high-level discussions at the Hyderabad House in India, coinciding with Hasina's two-day state visit.

India-funded projects also under review


Meanwhile, uncertainty has also emerged over the future of Indian loans to Bangladesh.
The planning ministry is reviewing the feasibility of ongoing and proposed projects funded by Indian Line of Credits (LOCs).

This review will include the assessment of current and proposed projects under three Indian LoCs, Prothom Alo reported.

Project stakeholders believe that many projects funded under these LoCs are primarily for Indian interests. For instance, the four-lane road from Ashuganj to Akhaura is expected to facilitate the transit of Indian goods, said the report citing officials.

India had promised Bangladesh loans totaling $7.36 billion across three LoCs in 2010, 2016, and 2017. However, the actual disbursement has been much lower than expected, with only $1.80 billion released to date, according to Bangladeshi media reports.
A total 36 projects have so far been taken in sectors such as road and rail connectivity, energy, and infrastructure, under the three L0Cs. Of these, 15 have been completed, eight are ongoing, and the remaining projects are either in the stages of consultant and contractor appointments or proposal preparation.

As per a deal signed between India and the now-ousted Hasina government, Indian Exim Bank provided Lines of Credit (LoC) for various projects.

The Ashuganj-Akhaura road project was one such initiatives funded through the second LoC.
As per the rules governing LoC-funded projects, Indian contractors must be appointed, and 65% of the project's goods and services must be sourced from the country, said the report by Prothom Alo.

Border link project halted


In a related development, an Indian credit-funded project to upgrade approximately 50 kilometers of road from Ashuganj in Brahmanbaria to the Akhaura border, has been suspended as officials from the Indian contracting firm have abandoned the project and returned to India, said a report by Prothom Alo citing sources.

This road upgrade project was initiated in 2017.

After a revision, the project cost was estimated at Tk 57.91 billion (approx Rs 4,000 crore), with Tk 29.82 billion (approx Rs 2,000 crore) funded by Indian loans under the second Indian Line of Credit (LoC).

The remaining Tk 28.09 billion (approx Rs 1,970 crore) is to be provided by the Bangladesh government. The project is scheduled to be completed by June 2025. However, only 50% of the work have been finished by June 2024.

Teesta water-sharing deal


Meanwhile, Bangladesh's interim government said it wants to restart dialogue with India on the Teesta water sharing treaty.

Adviser on water resources Syeda Rizwana Hasan asserted that upper-riparian and lower-riparian countries should adhere to international principles on the distribution of water.
Speaking to PTI in Dhaka, Hasan expressed confidence that the Teesta treaty and other water-sharing agreements with India would be resolved amicably through dialogue but suggested that Bangladesh might consider international legal documents and principles if an agreement cannot be reached.

"I have discussed the issue of Teesta water sharing with all relevant stakeholders (in Bangladesh). We have discussed that we need to restart the process and dialogue regarding the Teesta treaty. We also have to work on the Ganges treaty, which is coming to an end in two years," she told PTI in an interview on Sunday.

"Both sides agreed, and a draft of the Teesta water-sharing agreement was prepared, but the agreement was not signed due to the opposition of the West Bengal Chief Minister. The fact remains that we have not been able to finalise the agreement. So, we will start from that point with the draft of the agreement and urge India to come forward and restart the dialogue process," she said.

India and Bangladesh were set to ink a deal on Teesta water sharing during then-Prime Minister Manmohan Singh's Dhaka visit in 2011, but West Bengal Chief Minister Mamata Banerjee declined to endorse it, citing scarcity of water in her state.

"We would try to find an amicable solution. As this is an international water issue, it also concerns other countries' consideration of legal entitlement. So, how much water is available and whether it is sufficient is unclear to us. Even if very minimal water is available, the flow must continue to Bangladesh due to international sharing norms," she said.

Bangladesh students’ movement ‘coordinators’ met ISI, US handlers in Pakistan, Dubai and Doha between April and Sept 2023

Batches of Bangladeshi students handpicked as “coordinators”, visited Pakistan, Dubai and Qatar where they met a host of intelligence and security officials, including some from the US, over a period of more than one year, the Indian national security network has learnt after piecing together assorted strands of information within and outside Bangladesh.

Acting in coordination, albeit after the massive students’ protest and the accompanying deadly violence that claimed around 1,000 lives, several Indian intelligence agencies and security organisations traditionally focused on Bangladesh have been able to “work out” the means and ways employed and deployed by the US security establishment and the State Department.

The “conspiracy” to enlist a “compact number” of students, aimed at dislodging the Sheikh Hasina regime began in April 2023 when one student (whose identity is being concealed for security reasons) visited Pakistan and met with an Inter-Services Intelligence (ISI) officer.

One of these students is Mohammad Mahfuz Alam who was appointed as a special assistant to interim government Chief Adviser Mohammad Yunus on August 28. Besides Alam, a host of Bangladeshi students who led the movement to unseat Hasina underwent madrassah education before they enrolled themselves in different colleges and universities across the country and in Dhaka particularly.

In the subsequent months, this was followed by the visit to that country by three other students. Each of the students left Dhaka’s Shah Jalal International Airport on separate dates so that no suspicion would be aroused among Bangladeshi intelligence agencies.

A retired ISI lieutenant general was assigned the task of liaising with the Bangladeshi students who returned to Dhaka on separate dates. Both Bangladeshi security agencies, including the Directorate General of Forces Intelligence (DGFI) and Special Branch, and Indian intelligence operatives had little clue about the students’ visits to Pakistan and the ISI officers they met with between April and September 2023.
“This retired ISI lieutenant general, working under an assumed name, visited Bangladesh several times over a period of one year,” an Indian official said.

While Indian security professionals continue to amass and analyse a large volume of information emanating from “different sources (including scanned copies of the students’ passports) within and outside Bangladesh”, they have found a critical link between the students and the Qatari government that was used by the US security officials to funnel large volumes of money to different bank accounts in Bangladesh and abroad.

What is the startling is that the same Pakistani retired ISI lieutenant general met another group of Bangladeshi students in a Doha hotel between April and September 2023 when the US State Department, particularly the then Ambassador Peter Haas, started taking the first resolute steps to applying diplomatic pressure on the then Sheikh Hasina regime to hold “free, fair and violence-free elections”.

Indian security officials suspect that “some US citizens” – their real identities are in the process of being ascertained – checked into the same Doha hotel and likely “interacted” with the students. “We are closely examining the role that least three of them played during these meetings and later following their return to the US,” one security official said.

It is also suspected that a senior Bangladeshi social development sector professional, who is now a key figure in the interim government, met the ISI lieutenant general in Doha around the same the students did.

In September 2023 – by which time the process to talent spot and select the main student coordinators had been completed – a small team of three students met their Pakistani handlers in a Dubai hotel on at least “six to seven” occasions.

Indian security specialists said that the DGFI “had some prior information related to the students’ visit to Pakistan, Dubai and Doha” but they “simply could not fathom or analyse the scale of the operation” before Hasina’s ouster and eventual flight to India. “Hasina had been briefed about the US operation involving the students and university professors in May 2024, but she couldn’t grasp or believe the extent and depth of the conspiracy,” an official said.

While most Bangladeshi and Indian officials focused on Bangladesh were busy with preparations involving the January 7 elections, the Russian intelligence network was “alive” and keeping tabs on the “unusual” meetings between American and Pakistani intelligence operatives and the students.

This, Indian and Bangladeshi sources now say, was the November 2023 message that was sought to be delivered by Russian Foreign Ministry spokesperson Maria Zakharova who, during a weekly briefing in Moscow the same month had claimed that the Haas met and discussed plans to organise a mass anti-Awami League protests in Bangladesh.

For the record, Northeast News had earlier reported on a Dhaka-based US diplomat’s series of clandestine meetings with Dhaka University Law Department Professor Asif Nazrul before Bangladesh’s January 7 ‘election’.

On January 8, a day after the so-called parliamentary elections of January 7, Zakharova had said that there were “external attempts to influence” the elections, in a not-so-veiled attempt to name the US.

The Indian national security bureaucracy now believes that it has sufficient information to establish the direct role of the Hizbut Tehrir which was banned in Bangladesh in 2009. Indeed, Indian security officials suspect that the roots of the students’ anti-discrimination movement are in a lesson called ‘Gurubar Adda’ which was started by an on-campus group of Dhaka University students in 2021.

Mahfuz Alam, now on Yunus’ staff, led this secretive group which had members drawn from not only the Hizbut Tehrir but also the Islami Chhatra Shibir, the students’ wing of the Jamaat-e-Islami.

In 2023, around the time some of the students visited Pakistan, several members owing allegiance to the Chhatra Odhikar Sangrakkhan Parishad (Students Rights Protection Council) resigned from the outfit to launch a new political platform called Ganatantri Chhatra Shakti, which also included members of Gurubar Adda’s Pathachakra.

Bangladesh police sources Northeast News spoke with for this story indicated that Mohammad Harun-ur Rashid, the former Detective Branch chief of the Dhaka Metropolitan Police (DMP) had got wind of the students’ conspiracy “from his own sources”.

Before disappearing from public view, Rashid had called in the top six leaders of the students’ movement, including Sarjis Alam (who originally belonged to the Chhatra League), Nahid Islam, Asif Mahmud, and Hasnat Abdullah among others and questioned them on their Pakistani and US links.

It was for this reason that Rashid was reportedly given shelter by the Dhaka-based embassy of a Western country where he was said to have been debriefed on the information that he had “extracted” from the six students.

I always said, we must flush awami dalals from our country even if a bloodbath is required. You can't cure cancer with gentle treatments, you have to do chemotherapy...

This is good. Time to crush these BAL backed demands from various parties. These unrest were for sure led by BAL affiliated Shromik (workers) League leaders. These are BAL tactics to paralyze the Caretaker Govt. to prevent any meaningful reforms, so that BAL can make a comeback through a counter coup.

News is true. Looks like Gen. Walker has some work on his hands.

He took a very bold step by deciding to not co-operate with Hasina. Not an easy decision. I still remember how nervous he was in front of the camera.

I am sure he never had imagined the situation where he has to intervene in national politics to save the day.

Now Re-establishing chain of command & professionalism are absolute priority. It's necessary for the safety of the nation & Army High command itself.

Tbh i dont think they have a big voter base. At most they will manage to land maybe 10% of the votes. But its still early and political landscape right now is volatile.

Jamaat has a bigger voter base than 10%. However, they may not get majority on their own alone. That's why there are talks of combined Islamic Alliance with other Islamic parties. Some of the other parties like Islamic Andolon has strongholds and almost guaranteed to win those seats.
