Thanks for the tag, notice the list of visiting dignitaries, the timing of the attack and the location is interesting.

The attack happened at a choke point in the road, good job by security forces for keeping the dignitaries safe from harm and evacuating them in a timely fashion.

It is still very much a failure if intelligence and route security. But that's a discussion for another time.

IMO the intention of the attackers was not to kill or harm foreign dignitaries. They were simply sending a message.
