It's quite simple
Are we going to provide VIP level of security to every tourist who turns up in KP or tribal areas????
The answer is of course not, what kind of man person would visit KP outside of maybe Peshawar
It's too violent, the people there don't want to change
This is not just about terrorism, it's about the people
You cannot change a people of the do not wish to change,
They want to complain and protest sure, but they don't want to change
You are wasting resources trying to develop areas which are too backwards to develop
Other backwards areas become developed because the locals are less violent
When you have backwardness and violence joined together it becomes a impossible task
It's the same reason that Afghanistan has the Taliban, you need that type of ideology to keep everyone under control
