We created a Pakistan Remittances Initiative (PRI) within the same SBP building, we created Central Depository Company, we established a Protector of Emigrants but for what protection, we created a Grievance Commissioner for Overseas Pakistanis and so on. 4. Later legalized tooting started. In his first tenure seeing how much money the Overseas Pakistanis had, Nawaz Sharif introduced a separate English Card for Overseas Pakistanis on the plea that the foreign countries could not read Urdu CNIC. I am since 43 years abroad. During this period none in Bahrain, UAE, Saudia ever demanded from me my Pakistani ID Card except for Pakistan Embassy nor likewise while in Pakistan any authority ever asked me to produce my Bahraini ID Card. In simple layman language it was public looting. Later this practice gained momentum. What is ever increasing withholding tax? Withholding tax on a poor man uploading Rs. 20 telephone card, a looting.
5. Attestation from Higher Education Commission is one such public looting as far “attestation” is concerned. I never had to approach HEC, but through different complaints and articles I understand it is not just cumbersome but with exorbitant fee just for an attestation. What role HEC has so far played in promoting education, can be seen from almost weekly articles and talk shows. Last month Hamid Mir all edged that 1560 non Matric teachers were appointed in Sindh. Education Minister in a press conference demanded apology from Hamid adding that Hamid was not aware how many of those from 1560 had by now done their Graduations, Masters and M.Phil. This standard of an education minister self speaks how much education in the country is being “manufactured”. Concerned minister’s views are the specimen the mentality of our those whom have we handed over future of our new generation’s education. In simple the minister with tight lips wish one dear influential having got supplementary in F.Sc be recruited as a Doctor in Civil Hospital facilitating him in next 8-10 years clear his supplementary as well as MBBS.
6. The point to ponder is why should a Degree issued by any of our University need an attestation as “correct”. Why should one holding a Degree not be taken as “correct”. The need of the time should had been to correct and remedy this, not create a فظول فالتو department just to earn revenue and provide jobs to some dear ones. Why to forget it is only the HEC in Pakistan which during Dr. Attaur Rehman gotimmunity from audit under special notification. Last month someone in Daily DAWN expressed that approx. 1200 fake Degrees have been issued “of” a Sindh University.
7. Justice Jehangiri’s Degree is a case to understand the real game. Karachi University came up that Islamia College Karachi had confirmed it did not submit Examination Paper of Justice Jehangiri to Karachi University. Here was the need of HEC standing up but it remained silent because it was part of a silent series. For the sake of real higher education, it should had then jumped up to see which College then submitted the Examination Form. LL.B enrolment or Examination Form can’t be submitted direct to the University by a student but only through his college he was the student of. Why HEC did not come up? For the same very reason the Court did not come up with this question despite the naked fact people sitting their all had passed through channel of getting a Law Degree, then which College brought to University the student’s examination Form by attesting it and as to why did not the Karachi University scrutinized the particulars entered into the Examination Form like the disputed differing Enrolment number.

9. Last but not the least the question is what worth today is an attestation. Those who issue or illegally sell fake Degrees how can we take had not already arranged “inside” the fake degree landed for attestation, it gets facilitated. Once I approached a Government Department to know its procedure for getting a job done. It sent me specimen texts of some 6-8 papers with advice to complete and get those attested from Pakistan Embassy. Attestation from Pakistan Embassies is not that simple. It involves invariably two days off from office not just self but of two witnesses too. After having faced procedure and fees in thousands when the attested Documents were presented, the same very Department refused to accept with the objection Pakistan Embassies attestation was not acceptable. Perforce I had to travel from Bahrain to Lahore when the Office Director signaled me to contact so and so private shop which did paper work. Here same paper work was done by the shop on pre-attested by Justice of Peace judicial papers on some payment of about Rs. 12,000. I approached the Federal Ombudsman so called protector of citizens rights. Ministry of Foreign Affairs took the plea that it can’t take responsibility of attestations. The Federal Ombudsman nodded this contention forgetting a million dollars question why then the complainant was advised in writing to get the Docs attested from Pakistan Embassy. ریاست ابھی ابھی ماں بنی تھی as such I approached the father of the riyasat Iftikhar Muhammad Choudhary with the same million worth question as to why was I asked to approach the Embassy. Father of the Riyasat did not give any reply.
9. I purchased two three blank pre-attested judicial papers from Lahore and 2-3 from Karachi showing the Notary Public/Oath Commissioner signing and stamping saying “signed before me” whereas the papers were totally blank to be written whatsoever later. This is worth of our attestation of any kind. Only the issue different quantity of sugar for different type of attestations. Last month His Excellency Mr. Ishaq Dar, Dy. PM took some notice of attestations in some of Embassies.
