Based on what we saw in the released films, it's very clear the Montreal police likely had no training for this type of situation. Montreal is a city run by the mafia, especially the construction side of the things, the Montreal port, etc etc. The police are there only to harass law abiding citizens or to issue traffic tickets. If they were a real police force they would have uprooted the mafia/drug cartels a generation ago.

I haven't been to Toronto in years. Never really noticed it much. What I do remember most is the incompetence of the Canadian equivalent of TSA. I could share more than a few stories of trying to leave Toronto.
