I prefer comparing it to Musharraf. Musharraf was good, regardless if he wasn't democratic. I don't really care about democracy, it's one of many political systems and it doesn't really suit Pakistan anyway.
In agrarian, tribal, divided societies you need an authority that can bring order by force rather than constant squabbling.
