What contract and stage of product procurement is being referred to?

An air chief expressing a plan isn’t the same as contract signed

State-to-state fighter deals run through long stages and Khawaja Asif confirming no J-35 contract is signed does not cancel earlier evaluations or PAF pilots training on the jet in China or that delivery could not be expedited

For reference - Egyptian pilots were undertaking conversion training on the Su-35 in 2018 with no actual contract in place and it eventually collapsed in 2020.

Meanwhile Pakistan signed several LoI for J-10s through its A & B variant with no movement to any contract due to funds until making the decision on C within months and the aircraft arriving and operational within a year

Defense minister in Pakistan is a ceremonial position. PAF handles it's procurements internally.

If you don't even know this there is no point in discussing this further.
