Cultivating / Harnessing the young student leaders from PTI would be a good start.
They are energetic, more hardworking and less prone to corruption. Their support at grass roots level means that they are in touch with reality and somewhat answerable to their home base support.
But then, IK at most, should be the president not the PM. His symbolic support is more than enough and you can't expect him to think strategically / rationally.
All in all, without the planned 32 / 33 zone Division level governance model being discussed nowadays, its implementation is imperative for any change to take place at the grass roots level and felt by the public.
The provinces and the provincial tier of governance should be abolished completely. So that only federal and Division level is there.
Political and structural changes both go hand in hand. Anyone missing and then the other change is useless, no matter how good the intentions are.
Without Division level administration and politics, only the old horses

will come forward, and Pakistan will remain stuck in the 20th century.
Time is moving fast and so should the changes be brought forward and done with fast / swiftly.
With soo much inflation, unemployment, poverty, taxation etc the poor man has nothing more to lose.
Why do you expect an empty stomach to stand in line, give you respect or obey the law ?
