Losing a number of cities vs larger number of cities did not alter the calculus much on PRC prosecution of its border war vs USSR at ussuri and the kazakh border area in 1967.

i.e a credibile deterrence was achieved versus the USSR....as the Soviets simply put did not want to lose cities or large military formations for whatever they could gain by destroying China more comprehensively (and the US role in that void afterwards and so on).

All countries leverage this dynamic till they become more equivalent peers to existing major powers.
