Not exactly . If you issued one you have to use it. The problem is when you can't produce your semiconductors , when you don't produce your lcds and .... how you want to build your own phone. Or in this case pagers.

Well, Producing that first requires brainpower, A lot, which the mullahs don't have any to begin with.
Secondly, It needs investments and a working economy, which the mullahs don't have one.

this kind of simple modern devices are just buttons, one SoC (System On a Chip), a battery, and a lcd.

just examining each line of the little firmware it would be impossible to do this thing.

But you dont need to be the manufacturer to do this.

Just supply them with modified batteries, and a modified firmware.
