CAIRO – 27 November 2025: Chinese industrial giant CJN has signed an agreement with Elsewedy Industrial Development to establish a fully integrated phosphate chemicals complex in the Sokhna Industrial Zone, located within the Sokhna 360 Integrated Industrial City of the Suez Canal Economic Zone.

The project spans 905,000 square meters and will be implemented across three consecutive phases, with total investments estimated at $1 billion. A substantial portion of the complex’s output will be allocated to export markets in South Asia, the Middle East, Africa, and South America, reinforcing Egypt’s role as a regional industrial hub.

The first phase is scheduled to begin in 2026, with commercial operations expected in 2028. This stage will focus on increasing the value-added content of Egyptian phosphate ore through the production of phosphoric acid along with DAP and TSP fertilizers, each delivering an annual production capacity of 300,000 tons.

The second phase, set to launch in 2029 and operate commercially by 2031, will expand into high-purity phosphate chemicals, including Purified Phosphoric Acid (PPA) in both industrial and food grades, as well as Monopotassium Phosphate (MKP). These advanced products will be manufactured in the Middle East for the first time, marking a significant milestone for regional chemical production.

The third phase, beginning in 2032 with commercial operation targeted for 2034, will shift toward new-energy materials, particularly those used in electric-vehicle battery production. Key outputs will include Lithium Iron Phosphate (LFP) and Lithium Dihydrogen Phosphate, supporting Egypt’s emergence as a growing hub for advanced battery materials and green-energy technologies.

The project also includes the establishment of a specialized Research and Development Center dedicated to advancing phosphate-based chemical technologies. Set to launch alongside the first phase, the center will promote industrial localization, support technology transfer, and strengthen Egypt’s scientific and technological capabilities in high-value chemical manufacturing.

Egypt’s Kemet has signed three agreements with Chinese companies over the last week, covering plans for a 5 GW solar cell complex, a 5 GWh battery energy storage factory and Egypt’s first solar inverter factory.

Egyptian company Kemet has signed a cooperation agreement with Chinese clean energy conglomerate GCL to develop an industrial complex for manufacturing solar cells in Egypt.

According to a statement published by Egypt’s Ministry of Electricity and Renewable Energy, the industrial complex will have a production capacity of 5 GW, will span 280,000 sqm and require a total cost of $500 million.

The terms of the cooperation agreement also include technology transfer, use and value-added uplift of local production supplies, experience transfer and capacity building.

The agreement is one of several Kemet has entered into with Chinese companies to support the development of renewable energy in Egypt. Each of the signings were witnessed by Egypt’s Minister of Electricity and Renewable Energy, Mahmoud Esmat, during his recent visit to China.

Kemet also signed a cooperation agreement with Chinese battery energy storage manufacturer Cornex to establish a $200 million battery energy storage factory in Egypt with an annual production capacity of 5 GWh.

The company also entered into a memorandum of understanding with Chinese power transformer manufacturer TBEA to cooperate on localizing electrical power grid connection systems in Egypt and establish the country’s first factory that produces solar inverters.

Kemet’s signings are the latest in a series of commitments from Chinese companies backing solar and storage manufacturing facilities in Egypt.

Last June, China’s Sunrev Solar announced it was building two integrated factories in Egypt with 2 GW of capacity each for solar cells and modules. Chinese investors, including JA Solar, are among those backing an industrial solar complex to be built in the Sokhna Industrial Zone.

Earlier this month, China’s Sungrow announced plans to construct a 10 GWh battery storage manufacturing facility in Egypt’s El-Sokhna industrial area.

China’s Xingfa to Invest $2 Bn for Phosphate Mining

China’s Xingfa Chemicals Group has unveiled plans to invest up to $2 billion in a large-scale, three-phase industrial project in Egypt’s Golden Triangle Economic Zone (GTEZ), focusing on integrated phosphate extraction and high-value chemical manufacturing.

During a meeting on January 22, Karim Badawi, Minister of Petroleum and Mineral Resources (MoPMR), discussed the proposal with a delegation led by Yali Cheng, President at Hubei Xingfa Chemicals Group. Badawi attributed the significance of the project to its alignment with the Ministry’s strategy to revitalize the mining sector by shifting from raw ore exports to value-added industries.

He reaffirmed the Ministry’s full support for attracting technically advanced global firms to maximize the economic return of Egypt’s mineral wealth.

Xingfa, recognized as one of the world’s largest producers of phosphorus chemicals, expressed a strong interest in entering the Egyptian market to localize special chemical industries.

President Cheng Yali praised the tangible improvements in the country’s investment climate and the attractive incentives offered to international partners.

The meeting follows a record year for the sector in 2025, which saw several major agreements signed for phosphate complexes in Abu Tartour, the Ain Sokhna Economic Zone, and Upper Egypt.

To move forward, both sides agreed to continue technical coordination and exchange feasibility studies to finalize a memorandum of understanding (MoU).

Xingfa Chemicals Group is a leading global producer of phosphorus-based materials, and its interest in Egypt leverages the country’s position as home to the world’s second-largest phosphate reserves, estimated at 2.8 billion metric tons.
