The Federal Investigation Agency (FIA) has introduced revised travel regulations requiring Pakistani dual nationals to carry either a valid National Identity Card for Overseas Pakistanis (NICOP) or a Pakistani visa when travelling to the country.

Under the updated policy, dual citizens will no longer be permitted to enter Pakistan with an expired or cancelled NICOP. The requirement applies to travellers arriving from all countries, including the United Kingdom and the United States.

FIA officials said passengers travelling on foreign passports must present a valid NICOP or an approved Pakistani visa before boarding. Airlines have been formally notified of the new rules and instructed not to allow passengers without the required documents to travel.

The agency warned that travellers arriving with invalid NICOPs will be denied entry and returned on the next available flight. Officials said the measure was introduced after airlines repeatedly transported passengers holding expired or cancelled identity cards.

The Ministry of Interior has also communicated the revised policy to immigration authorities, with the new travel requirements now in effect at airports nationwide.

TLDR: You can no longer travel to Pakistan as a dual national on an expired NICOP. You need a visa or a valid NICOP.

They allowed entry for Overseas Pakistanis on Landing permit basis if they had expired NICOP. Dangerous practice, and I am glad they changed it.

Even they had to get a proper visa stamped at the airport, which usually took a "correct" phone call or two.

I agree with you that entry into Pakistan should be enforced as a privilege and not a trivial right.

No sir, the issue was if you came to Pakistan with expired NICOP you would be asked to wait for Saab usually BPS -16 so FIA Inspector S/he would they decide based on their discretion to allow or deny entry 99% of times it was permitted.

The Immigration officer would then endorse your foreign passport with the LP number and date in your remarks section and stamp accordingly - on the provision you would go and renew your NICOP which you can do in country.

With NICOP you don't need a visa on your foreign passport, you only need your foreign passport and a NICOP. I am glad they are stricter on this, we have immigration rules for a reason.

I have visited Pakistan either on visa or NICOP. If you show up without either, you can get still get a visa on arrival but you leave yourself vulnerable to extortion via heavy fees.

It was discussed here some months back but worth repeating that if you enter Pakistan on NICOP, you enter as a Pakistani citizen and cannot avail yourself of foreign embassy or citizenship protection.
