They can not and those systems are siting ducks without air fighters to fend off SEAD missions.

Right.
There are weapons being manufactured in Syria and then shipped to Lebanon. But Israelis manage to destroy even smaller transport vehicles into Lebanon.
Nothing short of Russian-manned anti-aircraft systems deployed in various places in Lebanon will do the job. But we know that is not happening, at least not right now.

Hezbollah does not have the capacity to engage in open war with Israel. If they try the conventional way, they will lose catastrophically. Their best way to avoid defeat is to avoid open conventional combat and pursue a strategy of resistance, inflicting losses and wearing down the Israeli army.
