We can declare the Divisions as the new provinces.

It’s the easiest solution without too much hue and cry.

It means we will have 32 Provinces in Punjab, KPK, Balochistan and Sindh as well as 6 in AJK and G-B.

PPP will never ever allow division of Sindh. Administrative units would be best suitable for Pakistan, so we will still have 4 province but for admin purposes each province divisions like you mentioned will be turned in to local provinces. It's similar to how Lahore is Lahore but divided in to different areas like La1 La2. Another issue will be the 32 or so provisions then would ask for their own assemblies, 32 Provisional assemblies, that's more rola. Pakistan can also turn all cities in to provinces, get rid of this ethnicity provinces, or like the general mentioned North South East West Punjab as provinces, similar with the others. He believes local nationalism will rise if we get rid of them or divide them with different names which is good point. The CM should be directly elected aswell as local Mayors to lead local government.

Yea true, as usual always late. Turkey with a population of 84M has 81 provinces, each province is named after local city like Lahore province, Istanbul province. Iran population is 88M and they have 31 provinces. Pakistan has 250M population with 4 provinces. Dr Tahir ul Qadri mentioned this for a decade but noone could hear him despite shown live on all channels.

It is interesting to note that it is the army chief who plans on how many provinces Pakistan should have. Normally, in other countries, the parliament thinks of such things.
