It's based on the CPEC loans IPPs. The IPP contracts were signed for a period of 25 years. Pak has signed extremely complicated energy contracts with Chinese IPPs which have stunted it's industrial growth with high energy tarriff.
 
 
All due to bringing freelancers in the official fold, otherwise gov't hasn't done anything to spark this surge.
Whatever makes the industry tick should be done. I support private sector enterprises.
