The government intends to convert three plants running on imported coal to Thar coal after taking Chinese government on board, well informed sources told Business Recorder.

Minister for Planning, Development and Special Initiatives, Ahsan Iqbal, who recently undertook an official visit to China, has been assigned responsibility to engage the leadership of National Development and Reform Commission of China (NDRC) for conversion of CPEC imported coal projects; i.e., Sahiwal, Port Qasim and Hub to Thar coal.

Conversion of imported coal based Jamshoro plan to Thar coal and availability of Thar coal to Lucky coal power plant is also on the cards, sources added.

Imported coal-based projects: ECC okays settlement of issues with PQEPCL

At a recent meeting, Prime Minister Shehbaz Sharif directed Power Division, Ministry of Railways, Government of Sindh, NEPRA, PPIB and Thar Coal Energy Board (TCEB) to accomplish these tasks as per instructions.

Government of Sindh, Power Division, NEPRA, PPIB and TCEB were tasked to obtain approval in principle for utilisation of auxiliary power for mining for Thar coal to replace diesel consumption, feasibility study and implementation by December, 2025.

The meeting also decided that in the light of recommendations of the Committee on Discos, IESCO, Gepco and FESCO shall be offered for complete privatisation in phase -1 whereas LESCO, MEPCO and HAZECO shall be offered for complete privatisation in phase-II.

SEPCO, HESCO, and PESCO shall be offered for long-term concession agreement to the private sector, whereas TESCO and QESCO will be retained for the time being under government control considering their peculiar conditions.

Privatisation Commission was directed to initiate the process of hiring of transaction advisor and complete other formalities as per process to complete phase-1 transaction for privatisation and outsourcing of three Discos through concessions by January, 2026.

Power Division was requested to engage technical advisor to assist in review of existing regulatory and policy structure for completion of the process of privatisation and outsourcing of Discos.

Power Division was directed to get approval of federal government and NEPRA for creation of a separate tariff category for the provision of electricity to CPEC SEZs.

Secretary Ministry of Water Resources, Secretary WAPDA and Chairman WAPDA are to review cost allocation of hydel projects and sequencing of installing turbines at upcoming hydel projects and recommendations be submitted to the Prime Minister for consideration.

Out of strategic allocation of 2400-MW, only one 600-MW solar power plant shall be taken up/ offered for investment with KSA, and future generation expansion plan shall be accordingly revised to reflect the above decision.

About damn time. Also, we should connect these other coal power plants with Thar coalfield via rail.

I don't think the conversion can be easy. Thar coal is not of good quality like peat. It can be converted first to coke then can be sent to Sahiwal.

Anyway, people pointed that out initially but SS didn't have the balls. He couldn't say no to the Chinese design which was suited for a specific grade.

Anyway, even the Thar coal project was supervised by a Chinese company. I still remember my friends telling me how a theoretical calculation went wrong and they ordered a compressor which failed to generate the required pressure.

I think that project is dead now.

Their entire Investment Is Stuck In Intercorporate Debt And You're Expecting Them To Invest Hundreds Of Millions If Not Billions More To Change Their Boilers and Machinery To Suit Our Coal.

This Government Is Living In Fools Paradise If Thet Just Expect Them To Agree To Whatever Nonsense Comes Out Of Our Resident Aristu's Posterior

Without doing a major modification, power plants can not switch to a different fuel. Plant operators would demand a premium for the purpose and a certain downtime will also occur.
More importantly a lot of commission will be made and we will wonder like we do now, whose brilliant idea it was

Which is very tough to figure out i.e building either a mine plant (proven) or underground gasification (risky)

This is so complex rocket science that we couldn't figure it out so we built a plant in punjab/sahiwal

Well here is what will happen

1- Project will be attempted
2- Low quality coal will damage the Existing Good infrastructure
3- Once the machinery will get damaged , case will be made for new loan
4- More chance to take a "Cut" from Loan processing
5- The repair work will be completed
6- Initial few years prices will go up

Wrong strategy, Pakistan still has electricity deficit. Better the invesment goes to transmission project while newer power plant that wanted to be built then could use thar coal and build it near the thar coal mining.

How saving forex on imported coal is wrong strategy????
Dont just see on spending point of view, Pakistan can generate forex by suppling enough electricity to industry and its tourism sector that suffer lack of electricity in dire condition, this will increase FDI as well than means incoming forex supply

Check how much money to do the conversion as well.....if the electricity supply can meet the demand then conversation can be done by starting from the most expensive type of fuel which is diesel
