Gwadar Free Zones, Announcement of tax exemption on import of vehicles.

Government of Pakistan imported custom free vehicles in Gwadar Free Zone North and Gwadar Free Zone South under regulatory framework set by Federal Board of Revenue, Customs & Excise & Taxation Department Balochistan to boost investment to the full potential. Permission is allowed.

The Ministry of Maritime Affairs has prepared a draft regulatory mechanism for the import of vehicles by Gwadar Free Zone and its operating companies. The regulatory framework has been formed with the notification of the Federal Board of Revenue (FBR) which aims to make Gwadar Free. Making the zone operational and accelerating the industrial process.

According to the revised regulatory mechanism, free zone investors will be allowed to import custom duty-free vehicles for their construction and operation. This will later encourage new investors to invest more in free zones.

Regards, Gwadar Port and Gwadar free zone operator China Overseas Ports Holding Company received an exception under the concession agreement signed with the Government of Pakistan in 2007.

Free zone concession owners with revised module will have to submit declaration form in Gwadar Port Authority to obtain exemption under Pakistan Customs Tariff (PCT) Code. Nevertheless, vehicles shall be excise and as per the importer Motor Vehicle Ordinance 1965. Will register in the taxation department.

Meanwhile, the Cabinet Committee on Chinese Investment Projects (CCOCIP) is planning to exempt from the import and export policy order to facilitate the shipment of fertilizer investors to foreign markets.

The students and staff of the China-Pakistan Government Girls Middle School Faqeer Colony on October 25 conducted an educational visit to Gwadar Port and its associated facilities.

The study visit included the Gwadar Free Zone, Gwadar Business Centre, Desalination Plant, greenhouse, and Gwadar Port Terminal.

This educational experience was designed to enhance the students' understanding of key economic and infrastructural developments in the region.

CPEC Framework: Gwadar Municipal Committee formulates smart environment sanitation system​

ISLAMABAD: Gwadar Smart Environment Sanitation System and Landfill Project costing $14 million has been formulated in collaboration with Gwadar Municipal Committee (GMC).


The decision has been taken under the framework of China, Pakistan Economic Corridor (CPEC).

Gwadar Smart Environment Sanitation System and Landfill Project will help lift, recycle and dump all kind of residential and commercial waste through state of art SOPs and modern machineries.

GMC official told media that solely Gwadar city generate more than 20 tons of waste per day in 2024 compared to 5 tons per day in 2010 in the backdrop of steady uptick in commercial activities and increasing numbers of housing units.

“Currently, the majority of solid waste is dumped in the open at undeclared landfills or open grounds in Gwadar.

Although most of the components of solid waste are inert and useful for reuse and recycling, others may prove highly hazardous and fatal to the general public,” he added.

The project aims to establish a smart sanitation and solid waste management system to ensure sustainable development in Gwadar City.

The project includes mechanical cleaning and manual cleaning for which sprinkle trucks and sweeper trucks would be utilized.

The project also includes a container collection system, manual collection system, and transportation system. Sealed garbage containers would be placed in public and residential areas.

Door-to-door collection of solid waste management collection personnel would be arranged,” he explained.

A major component of solid waste is the biodegradable waste that does not carry any price tag and is the worst of all sorts of waste as it decomposes soon after being dumped.

Insects and pests harbour organic waste, causing a foul smell due to aerobic decomposition. It also emits greenhouse gases (GHG) into the atmosphere.

The best way to recycle the organic solid waste is through anaerobic fermentation into a closed chamber to get biogas as a source of clean energy and decomposed organic manure besides earning carbon credits,” he added.

Environmentalist Mr Zahid Baloch said that solid waste is primarily composed of metal, paper, plastic, rubber, animal waste, food waste, grass, leaves, textile waste, glass, bones, stones, etc.

“Primarily, waste can be classified into municipal solid waste and hazardous waste, however, in terms of its recycling potential, solid waste can be classified into metal, plastic, paper, glass and rubber items, he added.

If recycling companies are engaged in Gwadar, all these items have got a price tagged to them and are sold and processed through recycling to produce useful products for the market,” he added.

“At present, solid waste collection in Pakistan stands at only 50% of the total generated waste.

Recycling is among the most effective means through which solid waste can be reduced and natural resources can be conserved by reusing materials and putting them back into productive use,” he added.
 

First Gwadar local company enters in North Free Zone​

GWADAR, On November 15, Levant Enterprises, the first local company based in Gwadar, signed a contract to operate its business within the Gwadar North Free Zone. This strategic move underscores the company's commitment to expanding its operations and capitalizing on the economic opportunities presented by the Gwadar Free Zone.

Levant Enterprises is a company registered with the Securities and Exchange Commission of Pakistan. A key aspect of its business involves the large-scale import and export of dry fruits, sourced both domestically and internationally.

The company processes and packages these products to meet international standards, after which the value-added goods are exported to China. In 2022, China's imports of dry fruits from Pakistan amounted to $29.4 million, highlighting the potential and demand for this sector.

With over three decades of experience, Levant Enterprises has established itself as a prominent player in the fish trade and other aspects of the seafood and aquaculture industries. This extensive background in handling perishable goods and navigating international trade regulations positions the company well to expand its operations into the dry fruits market, leveraging its existing expertise and network to ensure high-quality products and reliable supply chains.

Gwadar Port Authority, Gwadar Free Zone Company Limited and China Overseas Ports Holding Company Limited have facilitated in the process of signing the sub-lease agreement with Levant Enterprises that will launch a fruit packaging and processing business at earliest.

Talking to Gwadar Pro, GPA official revealed that so far two export-based Chinese companies are working in Gwadar North Free Zone that enjoy exemption from all sorts of taxes and customs duties for a period of 20 years.

Meanwhile, Gwadar South Free Zone also houses six Chinese companies that include Gwadar Green Ecological S&T Company, a subsidiary of Yulin Holdings, Linyi Trade City, China Business Centre, Huafa Exhibition Business Centre, HK Sons and Haixintian Pelagic Fishery Overseas Base Company.

The system inside the airport allows travelers to navigate with convenience using clear signage, sight lines, wayfinding systems, and intuitive layouts to simplify the travel experience.

Incorporated with technology throughout, the airport will improve the user experience, such as interactive kiosks for check-in, digital signage, and automated baggage handling systems.

Situated 26 kilometres east of Gwadar City, the airport is linked to the city and the national highway network by the East Bay Expressway, a six-lane, 19-km roadway funded by China. This connectivity is vital for seamless logistics and trade facilitation.

Spanning 4,300 acres, the airport site includes a runway capable of accommodating large aircraft, alongside a modern terminal building covering 14,000 square meters. “This growth trend did not appear suddenly in one or two weeks. The Gwadar region has long suffered from energy shortages, but now there is an adequate supply of high-quality solar panels, equipment, kits and batteries in our local market, so sales growth is an inevitable trend.

In 2021, the Chinese government donated a batch of solar systems to the Gwadar region, and the public feedback was very good, so the public's tendency to choose to buy solar panels and systems has also shown an astonishing growth momentum,” Baloch listed.
 

Testing and Commissioning of Central Control & Command Room of New Gwadar Airport completed​

GWADAR, The final testing and commissioning of the Central Control & Command Room (CCCR) of the New Gwadar International Airport (NGIA), set to be operational for the public in January 2025, was successfully completed on Dec 17.

This marks the last compulsory piece of work accomplished by the Pakistan Civil Aviation Authority (PCAA), with CCCR's testing and commissioning meeting mandatory international SOPs practiced and enforced globally.

The Central Control & Command Room (CCCR) of NGIA is the nerve center of the airport, responsible for overseeing and coordinating various activities to ensure the safe and efficient functioning of the airport. Testing and commissioning of civil, mechanical, technical, electronic, and communication segments have already been completed recently with flying colors.

Weather can significantly impact airport operations. NGIA’s CCCR is capable of continuously monitoring weather conditions and forecasting potential hazards such as thunderstorms, dust storms, and other atmospheric conditions.
 
"One of the primary functions of CCCR is air traffic management. CCCR is designed to closely monitor the movement of aircraft on the ground and in the airspace surrounding the airport.

It collaborates with air traffic control towers and regional air traffic control centers to ensure the safe and orderly flow of air traffic, efficient runway usage, and timely arrivals and departures," a CAA official told Gwadar Pro.

The CAA official added that CCCR is responsible for effectively allocating essential airport resources. This includes managing airport gates, aircraft parking stands, and available runway capacity. By optimizing resource allocation, CCCR helps minimize delays, reduce congestion, and enhance overall airport efficiency.

In response to a query, a PCAA engineering department official said that real-time decision-making is a cornerstone of CCCR operations. "It will operate 24/7, and its team of professionals, including air traffic controllers, operational supervisors, and support staff, is well-trained to respond promptly to changing circumstances. With flights arriving and departing constantly, it has the capability to make quick and informed decisions to ensure seamless airport operations and minimize disruptions," the official elaborated.
