US citizens are losing two jobs, not one, because of these H4s (majority of them are working in HR). But it seems like some new rules are in progress:
  1. Wage-based H1B
  2. Four-year limit for student visas (currently, with a student visa, you can stay in the US indefinitely)
Recently, authorities have also started cracking down on U-visas.

The bottom line is that H1B visas greatly benefit the US economy. Anyone who thinks that companies like Microsoft, Google, Meta, Nvidia, Goldman Sachs , etc knowingly break immigration law and hire foreigners at lower wages than they would have hired American workers at and thus risk tens or hundreds of billions of fines and jail time for their executives is a complete moron.

Now, there may be some fraud going on by fly by night body shopping companies, but that is a failure of the USCIS and other administrative agencies to implement the law and not a problem with the programme, per se.

Prima facies , a reasonable solution would be to get rid of the lottery and make the priority salary -based and have a floor on the salary - say 250K or even 500k. However, both the right and left lunatic fringe will probably oppose this . The right wing idiots will be angry that this will favour the blue coastal states like NY and California and the left wing idiots will be pissed off because some of the woke , non-profit type companies will get priced out.

In reality of course, the errors all stem from poor policy in these western countries.

This "poor policy" has been in place for 30 + years and has worked well for Western corporates. Not sure it can be called poor policy at all.

They should also limit the majority of H1 going to India. This way USA companies can lower risk of having most of the eggs in one basket. Plus scrutinize thoroughly/ professionally of he reason for H1. Ukraine and Turkey have sizeable technical resources, as do Malaysia and Pakistan. Don't forget Egypt and Argentina. All of the countries need to be part of the pie.

I think we have already discussed this in more than one forum. India isn't and will never be a competitor to China or USA even remotely. I don't see how a country which works as a jobber for the US IT industry and does some low-end manufacture can ever be a competitor to either.

Why would PRC and USA waste geopolitical capital in pinning down a low flying bird anyway.

Agreed, I am not against the H1B, but 70% of H1B's going to one country is the main problem.
