You seem to live on loopholes, and in the hope that American companies will bend over backwards to find and exploit those loopholes.
That is not going to be the case.
The concept of H1B has become toxic in itself, and that wasn't enough to stop the inflow, but now you have a large financial barrier that makes the arbitrage model no longer viable. American companies will now start the process of winding down their H1B pipe lines and investing more in university graduates on training them.
