1. for first timers
2. not for renewals

so, whats the point of this fees then?!

And even for first timers, it is one time only. Amortised over 5 years (say) it is USD 20 K p.a. Very affordable for most.

no, amortization is not with the fees, has to be payed upfront!

I have asked people, who were planning, they cannot afford more than Rs.. 3 crore now!

I understand, this is a disastrous news!
 
The real impact of this will only show up in the next H1B lottery in March. For now, there are no immediate effects, and it only affects new applicants. Honestly, I don’t see this as a big dent, even with the higher fees, the H1B cap will still get filled. If anything, it will just push more of the lower end IT jobs back to India.

What I meant is that the benefit of the fee will flow in over 5 years, so effectively it turns out to USD 20K per year, not that the payment itself has to be made in 5 years.

I have asked people, who were planning, they cannot afford more than Rs.. 3 crore now!

AFAIK, USD 100K is Rs. 88 lakhs (@Rs 88 to the dollar)

big tech will pay or get an exemption. The WITCH companies will get punished. Startups will take collateral damage. Instead of 70% going to Indians 50% of H1bs will go to Indians
