There are more Indian students studying outside India than Pakistanis studying outside Pakistan and that number is only going up which raises the question of why?
We Pakistanis should stop complaining and hating each other. This has become quite habitual to the point that it only harms our reputation internationally. if someone doesn't like their prospects in Pakistan, they can always leave.
Anyhow there is no question we must invest more in education and improve our system but let us not discount everthing as bad. Most of the Pakistani Doctors in U.S and Canada are educated from Agha Khan and King Edward. These people should be grateful rather than hating Pakistan because they got to the west because of their Pakistani education Also recently, Quaid e Azam University made it to top 500 which is quiet encouraging.

And finally to your point, Pakistanis will not go to Middle East to study and that too at an Indian Institute. Pakistanis usually go to Central Asia, Turkiye and China and for a good reason. Their education is on par with any country in the developed world and they are cheaper and our people face less visa issues.
