Head of the Public Relations Bureau of the Secretariat General of the Ministry of Defense of the Republic of Indonesia Brigadier General TNI Edwin Adrian Sumantha when contacted in Jakarta, Tuesday, explained the adjustment of the payment was adjusted to the benefits that Indonesia has so far received in the fighter building project.

"The exact term for the steps taken by the Indonesian government regarding the financing of the KF-21 fighter project is the adjustment of payments (Payment Adjustment), not a payment cut. This adjustment is in line with the progress of cooperation that has been and will still be implemented with South Korea," he said.

Edwin conveyed it also to straighten out the news from the South Korean news agencyYonhapOn May 7, 2024, Indonesia called on a cut in contribution costs for cooperation on the construction of KF-21 Boramae fighter jets.

Yonhap at that time referred to the statement of the DAPA — the institution in South Korea that takes care of cooperation and procurement of equipment — which recognizes negotiations on the payment of the KF-21 Boramae.

DAPA spokesman Choi Kyung-ho, as quoted from Yonhap, said DAPA and other relevant agencies are still reviewing Indonesia’s proposal.

YonhapIn the news related, Indonesia submitted an adjustment of 600 billion won payments for the entire KF-21 manufacturing project.

In the previous commitment, Indonesia agreed to pour 1.7 trillion won or 20 percent of the overall project value of 8.1 trillion won.

Karo Public Relations Ministry confirms that the adjustment of the payment requested by Indonesia to South Korea is a rational step because Indonesia does not fully get technology transfer activities in the manufacture of KF-21 Boramae fighter jets.

"There are several activities in the program that cannot be followed (the true translation should be "contributed") by Indonesian technicians. As a result, the payments made by the Indonesian government are adjusted to the benefits obtained from this cooperation, "said Edwin.

"A natural and in accordance with the principle of accountability that for programs or activities that are not followed (contributed) by Indonesian technicians, the Indonesian side does not need to bear the cost, which in turn reduces the amount of payments that have been planned," he added.


Edwin explained that in the fighter jet-making project, South Korea received a sharing fee (Cost Share) until 2026 because after that year, the KF-21 project entered the production phase and the cost of sharing from Indonesia is adjusted to the fiscal capabilities set by the Ministry of Finance, which is Rp1.32 trillion per year until 2026.

"This is an effort by the government to ensure that the Government's financial obligations in this project remain within the limits of the state budget capability," he said.

He added that the Indonesian government is obliged to ensure the payment of procurement or cooperation in making equipment is an investment that can bring optimal results.

Therefore, he guarantees the Ministry of Defense is committed to transparency in every international cooperation, including in the KF-21 project.

"This payment adjustment step is to ensure that Indonesian government investment provides optimal results and the use of state finances for the KF-21 project can be accounted for to the public," Edwin said.

The collaboration between the construction of the KF-21 Boramae fighter jet was launched in 2015, and is targeted to be completed by 2026.

Bandung (ANTARA) - PT Dirgantara Indonesia (DI) aims to be involved in final assembly, test flight, certification, then maintenance and repair (MRO) KF-21 Boramae fighter jets the result of cooperation of RI-Korean (KFX/IFX) while the prototype of the aircraft entered the mass production stage.

President Director of PT Dirgantara Indonesia Gita Amperiawan when meeting journalists at the production facility of PT DI, Bandung, West Java, Friday, explained that PT DI must at least fight to enter the chain of aircraft production resulting in the RI-South South Indonesian cooperation.

Therefore, Gita said PT DI is currently focused on preparing its ability to participate in mass production of 4.5 KFX/IFX KFX/IFX KFX KF-21 Boramae.

"It has to be serious in the future we have the ability in the field of Fighter production. So, whatever the program is in various types of assets, the goal is only one, how PT DI is able in the future to develop Fighter“ said Gita Amperiawan.

The Indonesian Ministry of Defense as the representative of the Government of Indonesia adjusts its contribution to the cooperation project to build KF-21 fighter aircraft made by Korea Aerospace Industries (KAI) with the Government of South Korea. The contribution given by Indonesia also to the KFX / IFX project is currently 600 billion won or around Rp6.95 trillion from the initial commitment of 1.6 trillion won or around Rp18.5 trillion.

From the adjustment, Gita said that PT DI is currently in the stage of composing any achievements that can be done by the SOE company.

“PT DI is preparing to be able to. That was the first one. Second, PT DI needs to compile all achievements with that cost so that the costs that have been incurred by the government for this KFX program are indeed useful (worthy). Our accountability to the nation from budget spending for KFX is being prepared," said President Director of PT DI.

"There are several technology transfers (ToT) will be obtained from the joint development cooperation of KFX / IFX fighter aircraft, namely the production capability of how to design, build fighter aircraft, make some components including wings, tails, some parts like Body rear of the aircraft, and pylon /adapter for weaponry and sensors, performing Final assembly (final assembly), test flight, and re-certification for IFX aircraft," said Indonesia Defense Ministry Public Relation official when contacted in Jakarta on August 20, 2024.

He continued the ToT targeted by the Government of Indonesia in the joint project also related to the capabilities of operations and maintenance, which includes Integrated Logistic Log, Support, KFX/IFX fighter aircraft maintenance, development of exercise systems for pilots and technicians, as well as the ability to solve problems (troubleshooting) when operational.

Then, the ability to modify and Upgrading, that is to do integration design and re-certification unique requirements in the form of drag chute, external Fuel Tank, and fuel-refueling, as well as integrating new armament systems, avionics, sensors, and electronics," Edwin continued to transfer the technology that Indonesia is expected to receive in the cooperation project.

I dont understand where the Turkish journalist find the KF21 deployment is in 2032 ? The plane is started being mass produced this year and is expected to be used by Korea Air Force starting in 2026/27
It could be about the next block, or final operational clearance.

Second block is logically not difficult to be completed. 2028 is the time it is expected to be completed. It is just adding ground strike capability. Block 1 is only for air to air strike

The state arms procurement agency said Friday it has signed a contract to purchase Meteor air-to-air missiles for South Korea's new KF-21 fighter jets currently under production.

The Defense Acquisition Program Administration (DAPA) signed the deal Wednesday with the missiles' manufacturer MBDA, a European defense company based in France, according to a DAPA official.

The official said 100 Meteor missiles will be supplied in time for the first production phase of the KF-21 jets as planned, while declining to share details of the deal.

In July, South Korea began production of 20 units of the advanced homegrown fighter jet, with the first production model scheduled to be delivered to the Air Force in late 2026.

The Meteor missile is known to be able to reach a maximum speed of over Mach 4 and strike targets 200 kilometers away. (Yonhap)

What You Need to Know: The KAI KF-21 Boromae, a joint project by Korean Aerospace Industries and Indonesian Aerospace, is South Korea’s latest 4.5-generation or “Fourth Gen+” fighter jet, with partial stealth capabilities.

-First flown in 2022, the Boromae is designed to replace aging F-4 and F-5 fighters in the Republic of Korea Air Force (ROKAF). Equipped with twin GE F414 engines, the KF-21 can reach Mach 1.81 with a range of 1,000 km.


-The jet will undergo two phases of production, though an initial cut in production numbers raises questions. The KF-21 is slated for operational service by 2026.



KAI KF-21 Boromae: South Korea's New Fourth Gen+ Fighter


In Western folklore and pop culture, Boromir is a valiant warrior of Gondor and a member of the Fellowship of the Ring in J.R.R. Tolkien’s Lord of the Rings mega-franchise.

In the real world of South Korean warrior culture, more specifically the Republic of Korea Air Force (ROKAF), there is an up-and-coming fighter plane with a very similar sounding moniker. Say Annyeonghaseyo to the Korean Aerospace Industries (KAI) KF-21 Boromae (Young Hawk).


KAI KF-21 Boromae Initial History & Specifications


The KAF-21 Boromae, originally known as the KF-X, made her maiden flight on July 19, 2022, one year and three months after the prototype was unveiled. In more recent test flights the “Young Hawk” successfully carried out an aerial refueling op.

She is a joint manufacturing venture between the aforementioned Korean Aerospace Industries, Ltd., headquartered in Sacheon, South Korea, and Indonesian Aerospace, headquartered in Bandung, West Java.


This warbird is intended to be manufactured in two blocks:

Block One, a pure air superiority fighter

Block Two, a multirole combat aircraft.


Some would consider her to be a 4.5 Generation or “Fourth Generation +” fighter, while others could conceivably make the argument that she’ll qualify for Fifth Generation fighter status, as the plane does incorporate some stealth technologies.


The warbird reportedly has the following specifications and vital stats:


Fuselage Length: 16.9 m (fifty-five feet four inches)


Wingspan: 11.2 m (36 ft 7 in)


Height: 4.7 m (15 ft 4 in)


Max Takeoff Weight: 25,600 kg (56,400 lb)


Powerplant: two General Electric F414-GE-400K, manufactured under license by Hanwha Aerospace turbofan, 57.8 kN (13,000 lbf) thrust each [186] dry, 97.9 kN (22,000 lbf) with afterburner


Max Airspeed: Mach 1.81 (2,200 km/h; 1,400 mph; 1,200 kn)


Combat range: 1,000 km (620 mi, 540 nmi)


A total of six prototypes have been built thus far.


Additional Features for KF-21


Regarding the Boromae’s partial stealth features and whether the warbird should be classified as 4.5 Generation/” Fourth Generation plus” as opposed to a true Fifth Generation fighter, my colleague Peter Suciu sheds some additional light on that discussion in that discussion, “The KF-21 isn't officially designated a stealth fighter, in part because its external stores will significantly compromise low observability, yet, its overall radar-reflective design offers a degree of delayed detection against enemy surface-to-air radar arrays….The Boramae has been further noted for bearing a passing resemblance to the U.S. Air Force's F-22 Raptor, and the similarities are likely by design. Lockheed Martin, the maker of the Raptor, partnered with KAI to provide technical support during the development of the KF-21…As previously reported by Alex Hollings for The National Interest, ‘The KF-21 is a unique aircraft that incorporates a variety of 5th-generation (or stealth) design elements while still carrying munitions externally like older 4th-generation platforms.’"


The planes are slated to replace South Korea’s fleet of venerable but obsolescent F-4 Phantom II and F-5 Tiger II fighters.


The Way Forward


The KF-21 is intended to enter official operational service with the ROKAF in the second half of 2026. Accordingly, this past July KAI kicked off mass production of the plane, with this production run slated to take place from 2024 to 2027.


However, there are some signs of trouble in (proverbial) paradise on the horizon. As Mr. Suciu reported in an earlier National Interest article, the ROK’s Defense Acquisition Program Administration (DAPA) announced plans to produce a mere 20 KF-21 airframes this year, a full fifty percent reduction from the initially planned forty units. The decision was motivated by a desire to address concerns from a feasibility study conducted last year. As it stands, this curtailed production plan is worth 2.63 trillion won (USD 1.9 billion).

F414, Korea plans to design engine like this, there is also possibly India F414 version (AMCA ), Turkey Hurjet uses F404, similar dimension, they are nations with ambition and capability with jet engine technology - talking about long term for possible arm embargoe, with potential for Papua related like previously East Timor related - As currently our relation with USA is good.

Geopolitical factor is currently siding with us, but we should prepare if geopolitics is changing again. Never make mistakes more than 2 times as Indonesia got embargoed by both USSR and Western nations in the past.

The most important thing is the right and ability to do system integration. For your information, inside IFX is not exactly the same with KF21.

The design has already had the weapon bay since the start. If you see Indonesian news in page one, one of Indonesian lead engineers already stated it has weapon bay.

Later due to avoid more complexity, the weapon bay will be introduced later, but the plane doesnt need to be redesign for that.

Now the team think about forgetting the weapon bay and would use the space in the belly that has already been there to be filled with electronic device to control wingman drone. The wingman drones will be Stealth and has weapon bay.
