When you are able to develop and flying 5th Gen minus aircraft than I don't think internal weapon bay is big task (in comparision) and shouldn't take long time. Unless you are not allowed to do so.
The weapon bay is already there, I mean only the space as it is already design with weapon bay. The team lately think that they prefer using it to store electronic device to control wingman stealth drones with weapon bay.
The team wants to develop the plane gradually, starting with AA attack capable first (block 1), then multirole by adding ground attack capability (block 2), then block 3 with full stealth capabilities.
These is upgradable as well as the plane is also made by modul system, the belly where the Weapon Bay is located is made from separate modul airframe structure.

AIRSPACE REVIEW – Valuable experience was gained by the Indonesian Air Force F-16 aviators while training with the US Air Force's (USAF) F-22 Raptor stealth fighter jet at Exercise Pitch Black 2024 at RAAF Base Darwin, Northern Territory, Australia.
The exercise was held on the fourth day of the Air Maneuver Exercise (AMX) on July 18.
In the exercise, two F-16 Fighting Falcons of the Indonesian Air Force carried out air combat maneuvers with two USAF F-22 Raptors.
Previously, in the morning training session, four TNI F-16s conducted air combat exercises with Gripen fighter jets belonging to the Royal Thailand Air Force (RTAF).
The training does not only focus on mastering flying techniques, but also includes Dissimilar Air Combat Training (DACT) and Dissimilar Air Combat Manuever (DACM), wrote the Indonesian Air Force in its release.
After carrying out the training, Pnb Captain Hangga "Rocket" praised the maneuverability of the F-22 Raptor in low speed combat conditions and the implementation of the Super High Angle of Attack maneuver.
With this maneuver, he said, the F-22 was able to turn around 180 degrees in less than three seconds.
Meanwhile, Captain Pnb Didik "Frigate" revealed that the stealth capabilities of the F-22 Raptor were very good, it was proven that the fifth generation fighter aircraft was not detected by the F-16 sensors up to a fairly short distance.
According to him, this is a valuable opportunity for Indonesian Air Force pilots to gain experience and learning in the future.
As the final part of the Force Integration Training (FIT) phase, this exercise will enter the Large Force Employment(LFE) phase.
The entire delegation will be divided into Blue Team and Red Team to carry out more complex training missions in the second and third weeks of this multinational air combat exercise. (RNS)

Dear, I completely agree with you and your assessment. Infact I am saying the same thing. The majority of the project is already complete and there is little left to do, and the remaining tasks can be accomplished within a reasonable timeframe, such as a year. I have no doubt in development team's ability to deliver in short timeline. However, I'm wondering why they're dividing the work into multiple blocks (1, 2 & 3) when it could be combined into fewer blocks. Couldn't they be combined to expedite the process?
To make the development runs faster and economically better (Industry side).
Later, each block can be upgraded with newer block, just like other fighter jet like F16, Rafale, or F15 do
