Stand off use of Brahmos missiles and drones, offensive use of S-400 missiles as they can strike deep into flying PAF assets and lastly, the Indian Navy. Because India thinks these are it's strongest points and Pakistan Navy hasn't seen modernization like the PAF has seen.
SAMs like S400 cannot be as effective as BVR air to air missiles. As missiles launched at higher altitude, you have more chances of success because of thin atmosphere, the missile can travel faster without losing energy, plus its guidance is via onboard AESA radar / fighter jet onboard AESA or of an AWACS. It carries base energy of the aircraft too. S400 will be looking to save its own a-s, just like last time we hit one of its assets using CM401. Each S400 battery is very expensive, each missile is very expensive. We have so many strike options in response to Brahmos.
For the navy you are correct, they have much larger fleet. But if even 2 of the Hangars are inducted by then, it will give a huge boost to our capabilities.
