The first tranche of any major purchase is naturally more expensive because it includes training, maintenance, and the ground equipment needed to support the aircraft. India paid the same price as Egypt in the first tranche, despite adding 13 India-specific modifications and securing a five-year servicing and maintenance package compared to Egypt's standard two-year package.

When Indian Navy went for additional Rafales later, the cost was much cheaper because the initial infrastructure—like training and equipment—was already in place. This is a consistent practice. Only in the case of formal agreements of particular significance does the Chinese government publicize the content of the agreement in its entirety. This border settlement between China and India does not fall within the scope of agreements that need to be fully publicized.
