As someone whose spend close to two decades in the states, working in a top 1% job, here are my 2 cents:
1) The bodyshops created a downward effect on talent pool (skills wise) so closing the perms to them is a good start
2) Many skilled workers had to go back or seek alternatives because they could not get H1-B lotteries
3) Now, the balance will shift towards skilled workers (slightly), because even without PERM many Indians will apply for H1-Bs through those companies - on average an Indian can save 20-30 lacs/year so in six years that is a big amount. Plus these folks can change to different companies who can file PERMs - there are a lot of ways this can work...
