Trump is downgrading foreign relations with India. But Indian population still eats, wear clothes, buys cars. So Trump doesn't run Indian economy. The rating agencies work on Indian economy's projections, not what Trump says.

Now if things really go bad and US sanctions India, then in 6 months, you'll start to go get downgraded to C's.

Also, European and American. But India is not the only country receiving heavy external investments in tech sector. Mexico, Vietnam, Egypt, Israel are other such countries ( unfortunately Pakistan is not there). The main reason is to get their work done without importing immigrants. That's pretty much it.
