CGTN is China's official media outlet, and its statements carry authority and an official character. However, I have not found this particular claim by CGTN.
Typically, many official Chinese media outlets would report on such incidents simultaneously. The Chinese Ministry of Foreign Affairs, the Civil Aviation Administration of China, and even the PLAAF would issue direct, public responses. However, so far, they have not done so.
So, we can conclude that this is fake news!
To date, none of China's official bodies have explicitly used the word "rejected" in relation to this incident.
