So we went from "signing will happen during Macron visit" to "Please submit a proposal"?
Been saying this for ages, Indians jumping up and down on a deal that seems very far from done......
Constant media reports of "cleared deals" are just to convince Indians that action is being taken.
Classic example of activity trying to be dressed up as progress here....

It was well known to all that it can’t be signed during Macron’s visit since contract negotiations are a lengthy and complex process. Macrons visit was used to hasten the process a little.
Plus the terms of the deal also have to be finalised before putting pen to the paper.
The 40 billion USD deal size is based on the previous price and likely escalation. It could change by a few billion USD based on what the actual content of the deal is.

They cancelled the FGFA because the Russians wouldn't give them complete ToT, and now they're grovelling at the Russians again. And if the Russians, their best buddies, are reluctant to give ToT, then what chance have they got with the French? Or for that matter the FCAS? They're hyping the Rafale as if it's a silver bullet, but the reality is they have no choice. And if they're cornered, both the French and Russians will milk the proverbial cash cow dry.
