Its already in the open, the plan is simple.
Pakistan will be thirsty during summers and drowning during rainy seasons, any agricultural is based on availability of water in time, so it will have impact in agriculture. So the prices will go up and there will be shortage. That's the short and mid term plan.
The long term plan is to reduce the flow of water in Indus. For that we will be investing on more and bigger dams and diverting some water but it will be slow proves it will take time.
Your dam plan won't work. You've been threatening it for decades.
