Evidence of India blocking water, or that India can build a single dam big enough to reduce water to Pakistan in a meaningful manner.

As you've said, even if India takes no action, the per capita water supply would decrease, and that's mainly due to a massive increase in population.

India "nullifying" the IWT not only will not have immediate or medium term affects, long term affects are also doubtful, unless India is willing to spend hundreds of billions of dollars they don't have to fund dozens of dams.

On a side note, Pakistan's best solution is investing in massive desalination projects, and looking for long use underground water reserves. Relying on the IWT so much has always been a problem for Pakistan, and will continue to be a problem for Pakistan even if India disappears.

As long as the water from Indus flows, Pakistan is 100% entitled to its share of the water under IWT. Ignoring Indian water theft and terrorism would set a very bad precedent for many other issues concerning India and Pakistan.

Pakistan cannot under any circumstances give into Indian water terror threats. Pakistan must at all cost give a fitting reply and protect the flow of water. Of course, India and Pakistan can discuss water related issues if they exist and try to find a solution. Except, India has behaved like a mad bull in a Chinese shop and withdrawn unilaterally from an internationally binding agreement. That shouldn't be Pakistan's concern. Pakistan should first drag India to the court and try to settle this in a civil manner. Otherwise, targeting the terror dams is the final option.
