Indian nationals are deterred from illegally entering Kashmir. 85,000 domicile certificates were issued to Israeli-style Indian settlers in this area. The world pays attention to the Kashmir conflict.

Pakistan:

IMO the cons outweigh the benefits.

However, diplomacy and dossiers on Indian terrorism have failed to pressurize the international community into punishing India, so it’s entirely possible GHQ finally grew a spine and gave India a taste of its own medicine.

I think Obama said that anti-Pak rhetoric matters in the Indian election. It paved ways in the 2019 elections. So why not now, when the canvas is bigger? I mean India is not as active in the Quad, so that is a perfect excuse to play a localised role, among many.
