China is most likely available for help especially if directed at it's interests or they perceive it
Help can be military financial and diplomatic
Of course limits and context , you are right it's not at a whim
China ...usually they want to and will simultaneously help with short term needs, then assist with reducing tensions, no one interested in south Asia big war, generally
You have to look out for China's messaging in the coming weeks, I am not exactly sure myself, there is a fair probability this is being looked at as an attack on china too sll
At the extrema, which is what's being imagined right now, if water is diverted to the point Pakistan suffers, like disease, crop yield, livelihood....china might pressure India enough just to stop escalating tensions
Pakistan is water deficienct as it is, you have global warming, and possibility of natural disaster so this creates an angst for sure, given this was done as a revenge measure after an attack
