While the initial number of troops, tanks, aircrafts are in india's favor, a sustained conflict is a losing fight for them. They simply do not have capable allies. China and Turkey will supply Pakistan with millions of shells, ammunition, FPV & suicide drones as well as guided munitions. Pakistan will simply massacre india in a conflict.

Couldn't resist habitually taking the cheap shot however let me help with your comprehension issues.
It doesn't imply that either Pakistan or India carry out the investigation as one can't run elections neutrally while other is rather infamous for their fake encounter rituals.
Neutral investigation in essence means get a third neutral party to conduct the investigation. !!!!

Pakistan knows India was involved in both terrorist attacks. This offer is meant to expose India in front of the whole world and defuse their deceptive narrative.

And Pakistan must be more assertive in the region. Even should sign defense pacts with other smaller regional countries.

And then India’s threat to block the waters vital to 250 million people after unilaterally suspending the IWT has done little to strengthen its case. Instead, it has only further disconnected its accusations from the original issue, rendering them disproportionate and raising serious doubts about India’s true intentions.

The world’s indifferent response may also reflect a larger shift .... the unprincipled wars in Ukraine, the brutality in Gaza, and the relentless bloodshed have dulled global sensitivity to conflict.

And with both Pakistan and India, there is growing weariness with the endless cycle of threats and accusations between the two nations, where posturing and bluffs have become all too predictable. The world, it seems, is no longer moved by these familiar games of cyclic nuclear brinkmanship that have, over time, lost both urgency and novelty....

That said, this does not mean India will refrain from action. In fact, the growing domestic pressure and mounting frustration have only heightened the likelihood of some form of military action. The Pakistani chest-thumping, in this context, seems rather naive....
