So, are you saying USA is operating drones inside Indian airspace and around conducting surveillance?

The Indian Navy operates the drones. They don't surveil India and pass on the data to the US.

US companies provide the maintenance. PBL (Performance based logistics) contracts are now signed on most contracts including this lease, Rafale, C-17, P-8 and will be included for the contract for purchase of the 31 MQ-9 drones.
