Japan's offer of its top-of-the-line Mogami class frigates is part of Tokyo's efforts to have closer defence ties with New Delhi. Japan, highly-placed officials said, "have offered the design of the frigate to India. The warship can be made here, in an Indian shipyard, with the Japanese providing some of the material." The first Mogami class frigate joined the Japan Maritime Self-Defence Force only in 2022, and these 4,000+ ton frigates, each one costing roughly $500 million, are armed with anti-ship and anti-aircraft missiles and torpedoes.

The Japanese offer of a major weapon system, and to go with it, co-production, is a notable first, but it is merely a part of a complete plan for closer defence ties, keeping in mind the fragile international security environment. There is, of course, China's aggression in the East and South China Seas and also, uncertainty about the USA and its relationship with its allies, both in Europe and East Asia.

Besides the Mogami class warships, Tokyo has also suggested that India and Japan jointly design frigates to be built (probably in India) used by the Indian Navy and the Japanese Maritime Self-Defence Force.

Mogami class frigates are mainly used for coastal patrol, anti submarine operations, and mine sweeping, especially mine sweeping.

The purchase price for an offshore patrol ship in India is too expensive.

Does India not have similar offshore patrol ships? Or will it be specifically used for escort and mine clearance in the Persian Gulf?

Yes India's Nilgiri-class frigate (Project 17A) is purpose built for blue water dominance in the Indian Ocean Region, unlike Japan's Mogami class frigate which is optimized for littoral ASW, mine countermeasures, and coastal patrol at ~6,670 tonnes. India's P-17A carries a far heavier and more versatile combat load which contains 8 BrahMos missile, 32 Barak-8, a 127 mm gun, plus robust ASW systems making it suitable for carrier battle group operations and long range power projection, whereas the lighter ~5,000-tonne Mogami lacks comparable strike and air-defense depth. Importantly this capability is already operational, with most P-17A ships delivered and full induction expected by August 2026.

At ~$500 million per unit it's priced competitively for what it offers. India's own P-17A frigates cost over a billion dollars each, so if anything the Mogami is on the cheaper end of this category.
 
What India is more interested in is integrating the UNICORN mast + the automation which only requires 90 crew on a ship. Probably would be incorporated in Project 17B.

Boost for Navy's defence: India successfully tests long-range hypersonic anti-ship missile off Odisha

NEW DELHI: India has successfully test-fired a long-range hypersonic anti-ship missile (LR-AShM) off the Odisha coast. The missile, developed by DRDO, accurately struck a designated target at a range of 1,500 km, marking a major milestone in extending the country’s defensive reach at sea.

The missile is designed to hit targets at speeds exceeding Mach 5 (it can reach speed of Mach 10).
