Exactly, in addition to the MAD (Mutually Assured Destruction) doctrine which is solely reserved for nuclear deterrence, Pakistan should work towards a new doctrine called MAP (Mutually Assured Punishment) or MAA (Mutually Assured Attrition) for conventional warfare and deterrence, so that India will always think before doing any misadventures that the cost will be very high for India.

I don't think false flags are possible in established democracy like India.
