No, this isn't Iran related. This is for Gas there is a pipeline for Gas from Azerbaijan to Turkey, Syria wants to buy some of this gas b/c they are facing shortages, Turkey has agreed to have some of the gas sent to Syria, but they need Azeri approval for the sale. Also Syria is looking for investment in Oil and gas fields in North Eastern Syria, and Azerbaijan expressed interest in that.
