The word "free" is a bit misleading. All lands, both agricultural and residential, belong to the state in practice and the people in theory. The governing body of the village is responsible for distributing them among all its residents. You don't call something you own as something free.yes. The government provides free residential land, not houses.
But if you are a low-income household with a per capita monthly income of less than $120 (the standard in Hunan Province, varies from province to province). The government will repair a house for you free of charge.
